First, the thing that confuses everybody, including people who live here. Henderson County's seat is Lexington. The city of Henderson is in Chester County, a different county entirely. Henderson County has a little under 28,000 people and sits east of Madison County. Lexington is roughly 27 miles east of Jackson on US-412, about ten miles south of I-40, where US-412 crosses State Route 22. It's a straight, easy drive, so Henderson County work gets scheduled like anything else.

Away from Lexington, Henderson County is pasture, hay ground, and timber. Where the ground has grade to it, that changes how a fence gets built. A run across a slope is either racked to follow the ground, which keeps the bottom tight, or stepped down it, which leaves a triangular gap under each panel. Henderson County Fence Permits and Local Rules

We have not confirmed Henderson County's fence permit requirements, or a published fence height limit for the city of Lexington, from an official county or city document.
